Tria Federal (Tria) is seeking a Performance Management/Metric Analyst III to enhance administrative and operational support services for our federal customer at the Navy Bureau of Medicine and Surgery (BUMED) in Falls Church, Virginia.

This position will join a team of administrative professionals supporting healthcare operations, program management, analysis, research, education programs, correspondence/task management, and military healthcare related policies and programs.

The successful candidate will support BUMED Clinical Operations, Policy and Standards and the Office of the Chief Medical Officer (OCMO), which are charged by the Navy Surgeon General to promote safe, quality healthcare, operational readiness, force development, Sailor and Marine deployability, and delivery of the future Naval Medical Force. Supported programs include OCMO; Quality, Safety, and Leadership Academy (QSLA); Women's Health; Trauma Strategy; Emergency Medical Services; Dental Services; Pharmacy Services; Navy Medicine Operational Clinical Communities; and Medical Research and Development.

Hybrid position: approximately 10% on-site / 90% remote, with on-site support at BUMED, Falls Church, VA.

Work hours may require flexibility to support Navy Medicine stakeholders across multiple time zones.

Travel: 25% or less; some positions may require CONUS or OCONUS travel.

Secret clearance requirements apply in accordance with the contract.

Job Description/Responsibilities

Serve as a senior performance-measurement and analytics specialist supporting complex Navy Medicine clinical, safety, quality, and readiness initiatives.

Lead development of KPI frameworks, measures of effectiveness, analytic methodologies, dashboards, and executive performance reporting.

Evaluate metric validity, data quality, trends, variation, performance gaps, and organizational outcomes.

Provide senior-level consultation and recommendations on clinical/operational performance, HRO initiatives, strategic plans, and process improvement.

Lead complex studies, surveys, special analyses, and performance assessments.

Mentor analysts and establish consistent data definitions, analytical practices, quality controls, and reporting methods.

Translate complex analytical findings into recommendations for senior BUMED leadership.

Minimum Qualifications

12+ years of performance management, metrics, healthcare analytics, program evaluation, operations research, or related experience.

Demonstrated experience leading enterprise-level analytical programs and advising senior leadership.

Advanced experience developing measures, dashboards, performance frameworks, and executive recommendations.

Strong knowledge of data governance, data validation, quantitative analysis, and performance improvement.

Advanced Excel; Power BI/Tableau and SQL/SAS familiarity strongly preferred.

Requirements:

Secret Clearance.

Master's degree required in analytics, statistics, public health, healthcare administration, operations research, or related discipline.

12+ years relevant experience.

Preferred experience and background:

Navy Medicine, DHA/MHS analytics, HRO, clinical quality, patient safety, operational readiness, MHS data repositories, and senior executive briefings.

Preferred Data-System Experience with MDR, M2, MHS GENESIS, MEPRS, MRRS, LIMDU readiness systems, ADVANA, or comparable federal healthcare/readiness repositories.

Military health environment, an understanding of the military organization, understanding of military health data.

Highly proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook).

Excellent skills in multitasking, prioritization and planning, schedule management, and the coordination of complex executive functions.

Strong collaboration and teamwork skills with the ability to work independently and in a team environment.

Possess strong editorial and writing skills and a keen understanding of different audiences.

Excellent verbal and communication skills.
