Job Description:

Tria is seeking a Senior Product Owner to support the Centers for Medicare & Medicaid Services (CMS) Quality Payment Program (QPP) contract, with responsibility for the Self-Nomination, Targeted Review, and Electronic Prescribing for Controlled Substances (EPCS) teams. This role connects CMS policy and business priorities with the day-to-day delivery of reliable, usable digital services for clinicians, third-party intermediaries, prescribers, and CMS staff.

The Senior Product Owner will own and prioritize team backlogs, translate complex requirements into actionable work, and coordinate delivery across teams and contractors. Working with CMS business owners and QPP product leadership, this person will balance annual program deadlines, user needs, operational issues, and long-term product improvements.

Basic Requirements:

Ability to successfully obtain a U.S. Federal Position of Trust (Public Trust) designation.

Must reside in and be able to perform work in the United States.

Must have lived in the United States for 3 of the last 5 years.

Bachelor’s degree and 8+ years of experience delivering software through Agile teams, including substantial experience as a product owner, product manager, business analyst, or product analyst.

Demonstrated experience owning product backlogs, setting priorities with stakeholders, and developing user stories and acceptance criteria using tools such as Jira and Confluence.

3+ years of experience with healthcare IT programs, including healthcare data, business processes, and policy-driven requirements.

Additional Qualifications:

Experience supporting CMS or other federal healthcare IT programs; familiarity with QPP and the Merit-based Incentive Payment System (MIPS) is preferred.

Familiarity with Qualified Clinical Data Registry (QCDR) and Qualified Registry self-nomination, MIPS targeted review, or CMS EPCS compliance and waiver processes is preferred.

Ability to interpret policy and program guidance, identify system impacts, and resolve requirements questions with policy and business subject matter experts.

Experience coordinating multiple teams and contractors, managing dependencies, and explaining priorities and tradeoffs to technical and nontechnical stakeholders.

Strong written and verbal communication skills, sound judgment, and the ability to facilitate decisions when requirements are incomplete or competing priorities arise.

Experience with human-centered design, business process modeling, and using research, support trends, and product data to guide improvements.

Working knowledge of APIs, data flows, system integrations, Section 508 accessibility, and security and privacy considerations in federal digital services.

Experience with the Scaled Agile Framework (SAFe); Certified Scrum Product Owner, SAFe Product Owner/Product Manager, or comparable certification is a plus.

Responsibilities:

Own and prioritize backlogs for the Self-Nomination, Targeted Review, and EPCS teams in alignment with CMS priorities, QPP product direction, user needs, and delivery capacity.

Partner with CMS business owners and QPP product leadership to define product goals, maintain roadmaps, and balance policy commitments, operational support, technical debt, and enhancements.

Support Self-Nomination capabilities for QCDRs and Qualified Registries, including application submission, CMS review workflows, and related QCDR measure submissions.

Support Targeted Review capabilities that allow QPP participants to request CMS review of participation status, MIPS final scores, and related payment adjustments, including request intake and review workflows.

Support CMS EPCS capabilities for prescribers to view compliance information and submit waiver applications, along with the workflows CMS staff use to review and manage those applications.

Translate CMS policy, annual program changes, and stakeholder needs into features, user stories, business rules, and testable acceptance criteria. Confirm policy interpretations with CMS and appropriate subject matter experts.

Lead backlog refinement and support sprint planning, demonstrations, and Program Increment planning. Clarify requirements throughout development and evaluate completed work against acceptance criteria.

Coordinate dependencies with identity and access, eligibility, scoring, data, and other shared services as applicable. Assess downstream impacts and align work across teams and contractors.

Work with human-centered design, engineering, and quality assurance teams to improve end-to-end workflows, including form usability, accessibility, validation, status visibility, and error handling.

Partner with quality assurance and business stakeholders on acceptance testing and release readiness, including program-year transitions and time-sensitive application and review periods.

Investigate production issues and support trends with engineering, operations, and the service desk. Prioritize fixes based on user impact, program deadlines, and risk.

Coordinate with policy, communications, training, and support partners so guidance and operational procedures reflect released functionality and program requirements.

Define and monitor product outcomes, such as application completion, processing time, error rates, and support volume. Use findings to prioritize improvements and report progress, risks, and decisions.
