Position Overview
Globalli is seeking a Proposal & Bid Manager to lead the end-to-end proposal and bid lifecycle for enterprise, mid-market, government, and public-sector opportunities, as well as strategic client renewals and expansions.
This role will serve as the central owner and project manager for RFPs, RFIs, RFQs, tenders, procurement questionnaires, government solicitations, and other formal competitive processes. The Proposal & Bid Manager will partner closely with Sales, Solutions Consulting, Legal, Finance, Product, Technology, Information Security, Compliance, Implementation, Operations, and executive leadership to develop accurate, compelling, compliant, commercially competitive submissions.
The ideal candidate combines exceptional proposal management and writing skills with a strong commercial mindset. This person will understand how to translate Globalli's global payroll, workforce technology, compliance, implementation, security, and commercial capabilities into persuasive, customer-specific responses designed to win business.
Key Responsibilities
Proposal & Bid Management
Own the end-to-end management of RFPs, RFIs, RFQs, tenders, procurement questionnaires, and formal proposal processes.
Analyze solicitation requirements, evaluation criteria, mandatory qualifications, contractual requirements, risks, deadlines, and submission requirements.
Develop bid plans, response matrices, timelines, ownership assignments, review cycles, and submission schedules.
Coordinate cross-functional contributors and ensure complete, accurate, consistent, and timely submissions.
Manage multiple concurrent bids with competing priorities and immovable deadlines.
Government & Public-Sector Opportunities
Manage government and public-sector bids from solicitation through submission, clarification, negotiation, and award.
Identify procurement, contractual, compliance, security, insurance, financial, technical, and documentation requirements requiring internal review or escalation.
Maintain organized records of solicitations, amendments, clarification questions, submissions, procurement communications, evaluations, and awards.
Sales Enablement & Deal Strategy
Partner with Sales leadership and Account Executives on strategic enterprise and government opportunities.
Develop customer-specific messaging, executive summaries, value propositions, competitive differentiators, and win themes.
Support clarification rounds, bidder conferences, presentations, demonstrations, Best and Final Offers, commercial negotiations, and award processes.
Support structured bid/no-bid decisions based on strategic fit, revenue potential, customer requirements, competitive position, probability of award, delivery feasibility, resources, and risk.
Existing Client Expansion & Renewals
Manage formal procurement processes associated with renewals, competitive rebids, geographic expansion, and expanded scopes of service.
Partner with Account Management and Commercial leadership to support retention and expansion opportunities.
Coordinate responses involving Globalli's Global Payroll, Employer of Record, Contractor Management, Entity Management, workforce technology, payments, and related services.
Proposal Content & Knowledge Management
Develop persuasive, customer-specific proposal content that clearly differentiates Globalli.
Build and maintain a centralized proposal content library covering products, global coverage, implementation, security, privacy, compliance, integrations, service levels, commercial models, references, and standard responses.
Establish standardized templates, response frameworks, and quality standards.
Continuously improve content based on product changes, regulatory developments, market positioning, customer feedback, and bid outcomes.
Commercial & Contract Coordination
Coordinate with Legal and Commercial leadership on customer MSAs, SOWs, procurement terms, data-processing agreements, security requirements, insurance requirements, and related documentation.
Identify material contractual, commercial, compliance, or operational issues and ensure appropriate escalation.
Maintain strong version control and documentation throughout proposal and contract negotiations.
This role does not replace legal counsel but must recognize issues requiring legal or executive review.
Reporting & Continuous Improvement
Maintain a centralized pipeline of active, upcoming, submitted, awarded, and unsuccessful bids.
Track bid volume, value, turnaround time, win rate, contract value awarded, submission timeliness, and reasons for wins and losses.
Conduct post-bid reviews and use insights to continuously improve proposal strategy, content, and processes.
Provide Commercial leadership with visibility into active opportunities, deadlines, resource requirements, risks, and performance.
Required Qualifications
5+ years of experience in proposal management, bid management, RFP management, enterprise procurement, government contracting, sales enablement, or a closely related field.
Demonstrated experience managing complex RFPs, RFIs, RFQs, tenders, or formal procurement processes through submission and award.
Experience supporting enterprise and/or mid-market B2B sales opportunities.
Demonstrated success contributing to or managing competitive bids and contract awards.
Exceptional commercial writing, editing, proofreading, and executive communication skills.
Strong project-management and stakeholder-management skills.
Ability to interpret complex technical, commercial, contractual, compliance, security, and procurement requirements.
Exceptional attention to detail and document-management discipline.
Ability to manage multiple high-priority opportunities simultaneously.
Confidence working with senior Sales, Legal, Finance, Product, Technology, Security, Compliance, Operations, and executive stakeholders.
Preferred Qualifications
Experience in global payroll, HCM, HR technology, PEO, SaaS, FinTech/payments, workforce management, professional services, or government contracting.
Government or public-sector procurement experience.
Experience managing multinational or multi-country RFPs.
Experience coordinating complex proposals involving technology, implementation, information security, data privacy, compliance, pricing, and contractual requirements.
Experience with bid/capture strategy, bid/no-bid processes, win themes, and competitive positioning.

Measures of Success
Success will be measured through improved bid quality and effectiveness, including win rate, contract value awarded, on-time submission rates, response turnaround times, internal coordination, proposal quality, and performance across enterprise and government opportunities.
Within the first 6–12 months, this individual will establish a structured RFP process, centralized content library, bid calendar, bid/no-bid framework, standardized templates, performance reporting, and a scalable operating model for Globalli's growing enterprise and government business.
