Position Overview

Woolpert is hiring a Proposal Manager to join our dynamic Proposal team. This position reports to the Head of Industry Pursuits and is responsible for leading the proposal process for specific identified opportunities to professionally position Woolpert for work. This proposal manager would support projects the firm’s portfolio of US Federal agency clients including but not limited to US Army, US Air Force, US Army Corps of Engineers (USACE), US Department of Veteran Affairs, US Geological Survey (USGS), and National Oceanic and Atmospheric Administration (NOAA) Working collectively with market leaders, program directors, project managers, technical subject matter experts (SMEs), and other department resources, the proposal manager is responsible for managing the development of cohesive proposals including maintaining schedules, organizing resources, coordinating assignments and reviews, implementing win strategy, ensuring compliance, resolving internal team issues, and providing process leadership for PRIME pursuits.

As a level II, this position leads increasingly complex pursuit submissions, including IDIQ and recompete submissions, and understands the role of proposals in the firm’s business development process.

What You Will Do:

Lead proposal process through analyzing/outlining solicitation documents, developing pursuit schedule, coordination of technical solution/content development, and engages creative resource support.

Develop draft proposal documents for and lead color review meetings.

Ensure established quality assurance/quality process is followed.

Participate in and/or attends pursuit pre-RFP meetings.

Maintain opportunity, project, and staff data in firm ERP database.

Coordinate shortlist interview preparation with marketing manager and creative team.

Coordinate technical writing assignments with subject matter leadership team.

Perform cross-market compliant QA/QC reviews.

Identify and support creation of reusable content.

Research ERP data for experience, teaming, and client history to use in proposals.

Participate in capture planning to develop proposal solutions and win themes.

Support proposal process improvement through internal lessons learned and client debrief.

Actively mentor proposal coordinators and interns.

Active participation/leadership in industry trade organizations (APMP, SMPS) is a plus.

What You Will Bring:

BA/BS in relevant field and 5-8 years technical/AEC industry experience or 12+ years relevant AEC experience.

Specific federal/government proposal experience and federal contracting vehicle knowledge required (SF330, GSA, IDIQ, OASIS+ BPA, OTA, etc.)

Strong interpersonal, verbal and written communication skills with ability to work in a team environment, positively influence others, and develop strong internal and external relationships.

Strong attention to detail and ability to prioritize multiple deadlines.

Proficient with Microsoft Office, InDesign, and Adobe Acrobat.

Excellent problem-solving skills, time management, organizational, and record-keeping skills

Base pay offered may vary depending on job-related knowledge, skills, and experience.

Pay Range

$75,400—$94,300 USD
