Pre Award: J3I- International SOF Support SME- Tampa, FL
Barbaricum is seeking a International SOF Support SME to support an anticipated opportuntiy work with the J3-I Plans & Operations Branch. Specifically, they will provide clarity to partner nations on US SOF operational requirements and coordinate their support to US operations where national and security interests align, in close coordination with TSOCs and other staff elements (J33, J35, J5). They will also address partner nation operational information gaps and assist in development of the international SOFCOP.
Responsibilities
Identify international SOF requirements and areas requiring deconfliction, synchronization, and coordination with US SOF operational headquarters and elements
Maintain portal-based tracking mechanism for all PN requests for support, information, guidance, and status of requests for operational deployments
Support development of and maintain a common operational picture of PN SOF operations and activities for USSOCOM planning forums (GSOS)
Plan, schedule, draft content for, and execute coordination events (planning meetings, SVTCs, planning sessions) with TSOCs, components, NATO SOF HQ, and PN SOF headquarters
Plan, schedule, draft content for, and coordinate PN SOF inputs to key USSOCOM, TSOC, and SOF component planning processes (GSOS, TRSF, SCAF, KLEs)
Enhance USSOCOM enterprise planning efforts to include PN SOF units and capabilities; develop and maintain integration metrics
Coordinate with Foreign Disclosure Office (FDO) for release of plans to PN SOF representatives; track requests for information and disclosure
Integrate PN SOF directly into planning efforts to enable development of multinational courses of action
Collect information from PN SOF and publish situation reports for J3 situational awareness
Manage the daily schedule of operations of the J3-I facility including secure collaboration spaces, SCIF access, and 20 individual secure country rooms
Perform close-out and escort duties as part of the Division's Security Procedure
Qualifications
Active Top Secret clearance with SCI eligibility
Graduate of US SOF component selection and assessment program such as US Army SFQC, BUDS, or another SOF component equivalent
Bachelor's degree in any field from an accredited university
1-year recent (last 5 years) combat/operational experience as part of International Stabilization Force Afghanistan (ISAF) or similar multinational special operation
3 years recent (last 7 years) of regional experience as member of GCC or TSOC staff
Graduate of a Joint Professional Military Education course, Intermediate Development Course, or a Senior Professional Military Education course
1 year experience in international SOF environment (e.g., assignment to Multinational SOF headquarters such as NATO SOF HQ, or GCC coalition coordination center)
Experience with Foreign Disclosure and working with international partner information exchanges
Additional & Desired Qualifications
Experience with Global SOF Synchronization Process (GSOS) and Trans-Regional Synchronization Forums (TRSF)
Familiarity with USSOCOM planning processes and joint planning frameworks (APEX/JOPES)
Experience managing classified collaboration tools and portals across SIPR/NIPR/BICES/APAN domains
Experience on the incumbent J3-I contract or direct familiarity with the J3-I Plans & Ops mission
Foreign language proficiency relevant to USSOCOM partner nations
Experience with Strategic Coalition Alignment Forum (SCAF)
