About the role (What you'll be doing)

You will be an individual contributor as our in-house expert on Philippine entity compliance, the person who knows exactly what we're legally required to do as a registered employer here, ensures it's done correctly and on time, every time, and builds the processes that keep us ahead of our obligations as we scale. This isn't a role for someone learning statutory compliance on the job; we need someone who has owned this end-to-end before, with significant autonomy and trust as the go-to for compliance matters across the People team. This role reports to the Head of People Operations.

Own end-to-end compliance with all Philippine statutory employer obligations (SSS, PhilHealth, Pag-IBIG, BIR), managing government portals as the primary owner and running the full monthly reporting and remittance cycle with zero tolerance for missed deadlines or filing errors.

Manage BIR employer obligations in full, including alphalist submissions, monthly and quarterly tax remittances, year-end annualisation, and BIR Form 2316 preparation and distribution.

Administer DOLE mandatory benefits and offboarding compliance, including 13th month pay, SIL, and separation pay calculations, final pay released within the DOLE-mandated 30-day window, and accurate, timely Certificates of Employment.

Ensure new hires are registered with all relevant government agencies from day one, and that employee records remain accurate and current through every change in the employment lifecycle.

Monitor regulatory changes across all agencies and proactively update internal processes, payroll inputs, and documentation before new requirements take effect, so we never find out about a change when we get a penalty notice.

Prepare for and manage DOLE, BIR, and agency audits and inspections, maintaining audit-ready documentation at all times and acting as the primary point of contact for government queries.

Build and maintain documented compliance processes, checklists, and a forward-looking compliance calendar, proactively identifying gaps or risks in current workflows and fixing them before they become issues.

Partner closely with Finance and payroll to ensure statutory data flows correctly into HiBob and Deel each cycle, and produce clear compliance reporting for People leadership covering filing status, upcoming deadlines, and any regulatory risks on the horizon.

About you (Who you are)

Skills & experience

You have 5+ years of hands-on experience managing Philippine statutory compliance as an employer (SSS, PhilHealth, Pag-IBIG, BIR), including government portal management and monthly contribution and remittance filing cycles. This is non-negotiable; we need someone who has owned this before, not someone learning it here.

You have deep working knowledge of BIR employer obligations: alphalist reporting, Form 2316, annualisation, and eFPS/eBIRForms portal management.

You have direct experience managing government compliance portals as the primary owner; you know the portals, the deadlines, and what can go wrong and how to prevent it.

You have a strong understanding of the Philippine Labor Code and DOLE requirements as they apply to ongoing employer obligations, including mandatory benefits, payroll requirements, final pay rules, and record-keeping.

You have experience working in a scaling business where you've had to build or significantly improve compliance processes, not just operate within ones that already existed.

You are meticulous with numbers and reconciliation, confident catching discrepancies before they become filing errors or penalties.

Nice to haves

Familiarity with the Philippine Data Privacy Act as it applies to employers, including NPC registration, employee privacy notices, and data handling requirements.

Experience documenting compliance processes and upskilling colleagues, or acting as the go-to person for compliance questions in your team.
